Dominican father shot in neck by ICE agent during Bronx arrest, son in car
Oscar Belgal, a 28-year-old Dominican national and father, was shot in the neck by a plainclothes ICE agent during an October 8 enforcement operation in the Marble Hill section of the Bronx while his 5-year-old child sat in the car. DHS said agents blocked his vehicle during a targeted operation and he rammed government vehicles and accelerated toward officers before being shot; attorneys and officials said agents approached with guns drawn and fired seven rounds after the vehicle moved, leaving Belgal handcuffed and bleeding with a bullet still in his body. His child was unharmed but terrified and later placed with family members. DHS cited a prior grand larceny conviction, a pending drug-sale charge, and alleged gang ties without providing evidence, while attorney Harold Solis and Make the Road New York said Belgal remains in pain. He was treated at New York-Presbyterian Allen Hospital before being transferred to a federal jail in Brooklyn, despite efforts by Mayor Zohran Mamdani and Gov. Kathy Hochul to secure his release. His attorneys filed an emergency habeas petition, a federal judge barred his deportation, the Bronx District Attorney opened an investigation, and the shooting prompted protests outside the hospital calling for body camera footage.
