Officials cite six volunteers for documenting ICE arrests in San Diego
Federal Protective Service and ICE officers have now cited six volunteers at the San Diego federal building for standing in hallways without official business, following an overnight rule change that bars loitering and requires compliance with posted signs. Four volunteers were cited on a Thursday, with two more receiving citations the following day; each fine has been reported at roughly $280. The volunteers had spent months documenting ICE arrests and supporting immigrants at court hearings, and a priest, the Rev. Hung Nguyen, was also asked to leave the building during the citations. Activists say the restrictions stem from Department of Homeland Security rules published in June 2025 and taking effect that November, which they view as part of a broader effort to limit observation of immigration enforcement.
