Volunteers monitoring ICE arrests cited for loitering at San Diego federal building
Volunteers who had spent months documenting ICE arrests and supporting immigrants at scheduled check-ins and court hearings at the Edward J. Schwartz Federal Building in San Diego were cited for loitering by Federal Protective Service and ICE officers. The citations followed a rule change barring presence in hallways and the check-in area without official business, with new signs posted citing federal regulations against obstructing access to federal property. Six volunteers were cited in total, four on one day and two more the following day, with fines reported at roughly $280 each. A priest, the Rev. Hung Nguyen, was also asked to leave the building during the citations. Volunteers say they plan to contest the citations, and activists attribute the new restrictions to Department of Homeland Security rules published in June 2025 that took effect in November, which they view as an effort to limit observation of immigration enforcement.
