A newly filed federal petition in the Western District of Texas alleges his mental state has not improved since the transfer and that his family and attorneys have been unable to visit him or hold meaningful phone conversations with him. The petition asks the court to order his release from custody or require the government to justify his detention and ensure proper treatment; his arrest in St. Paul in February occurred during a large-scale immigration enforcement operation.
