Protester arrested, pepper-sprayed at Broadview ICE facility during Noem visit as others detained

Oct 3, 2025Broadview, IL

Kyle Frankovich, a protester, was arrested outside the Broadview ICE facility on October 3 while demonstrating in a designated protest zone. Federal agents grabbed and threw him to the ground, zip-tied him, and detained him for approximately eight hours without explanation or charges, making him stand along a guardrail for 40 minutes as Homeland Security Secretary Kristi Noem walked past with cameras and photographers. He was later released without documentation or charges, and the following week his fiancée Leigh Kunkle was shot in the face with pepper balls by federal agents during another protest at the same site; the couple's attorney has filed federal claims alleging wrongful detention and violation of rights. On the same day Frankovich was detained, federal agents took multiple other protesters into custody as a crowd grew outside the facility amid newly installed barricades, with Illinois State Police also deployed in riot gear; at least five protesters have since faced federal charges from clashes at the site, where agents have repeatedly used tear gas and pepper balls against demonstrators.

Mother, children released after Millennium Park ICE detention; father still held in Texas

Oct 1, 2025Chicago IllinoisGuatemala

Noemi Chavez, her husband Jaime Ramirez, and their children, 8-year-old Dasha and her 3-year-old son, were detained by federal agents without a warrant during a family outing at Chicago's Millennium Park on September 28, 2025. Witnesses and video showed Dasha crying and clutching a doll as heavily armed agents in camouflage took the family away in a white van while the children played in the water at Crown Fountain. Chavez said agents targeted them based on appearance; the family came from Guatemala in 2023 seeking asylum and has a hearing scheduled for October 2027. A neighbor whose son is in Dasha's third-grade class helped bring the family supplies and stayed in contact with Chavez via WhatsApp. The National Immigrant Justice Center filed a habeas corpus petition, and a federal judge ordered Chavez and the children protected from deportation; they were released from ICE custody. Ramirez remains detained at a Texas facility, where attorneys are seeking his release or a bond hearing, arguing he poses no danger or flight risk.

DACA activist detained at airport, released after judge rules arrest unconstitutional

Oct 1, 2025El Paso, TXMexico

Catalina 'Xóchitl' Santiago, a 28-year-old DACA recipient and community organizer from El Paso, was detained by Border Patrol agents on August 3, 2025, at El Paso International Airport while traveling for work with her wife, Desiree Miller, a U.S. citizen whom Santiago married earlier in 2025. Despite holding valid DACA status since 2012—renewed seven times with her current renewal expiring in April 2026—Santiago was subjected to deportation proceedings. Originally from Mexico, Santiago has lived in the U.S. since age 8. On October 1, U.S. District Judge Kathleen Cardone ruled that Santiago's arrest and detention violated her Fourth and Fifth Amendment rights and ordered her release from the ICE El Paso Service Processing Center. Judge Cardone found that the government presented no evidence that Santiago endangered anyone during her twenty years at liberty, including her thirteen years under DACA, and failed to articulate any individualized reason for her detention. Santiago's brother Jose said the family was deeply affected by her detention and expressed relief at her release.

Green card holder with brain tumor detained for 25-year-old infraction, faces deportation

Sep 29, 2025Fort Wayne IndianaIndia

Paramjit Singh, a lawful permanent resident who has lived in the U.S. for more than 30 years and runs a business in Fort Wayne, was detained by ICE and DHS at Chicago's O'Hare Airport on July 30, 2025. He was held incommunicado for five days before being hospitalized, and his family only learned of his whereabouts when a hospital bill arrived. DHS has cited a 25-year-old infraction related to a payphone and an alleged 2008 forgery conviction that reportedly does not exist as grounds for his detention and removal. An immigration judge ordered his release on a $10,000 bond in August, but DHS filed an automatic stay to keep him detained. Singh, who suffers from a progressive brain tumor causing vision loss, remains held at the Boone County Jail in Kentucky, with removal proceedings scheduled for September 29.

Sep 26, 2025Chelsea, MA

Hilda Ramirez Sanan, 50, a legal permanent resident who has lived in the US for more than 20 years, was violently arrested by ICE on September 26 while accompanying a family member to a court hearing in Chelsea with her 13-year-old son in the car. According to the legal action, eight armed and masked officers surrounded her vehicle, smashed the car glass, and forcibly restrained her, kicking her and slamming her face on the ground while twisting her arms to handcuff her. Her son, who has autism, was also removed from the car and questioned by agents about his legal status while being held against a fence. When local police arrived and verified her valid green card, ICE released her, and Ramirez Sanan and her children were taken to a hospital emergency room for medical evaluation. Ramirez Sanan and her two US citizen children have now filed a lawsuit against ICE, alleging they were illegally and forcefully detained in violation of their constitutional rights.

Two US citizens handcuffed by ICE for filming operation at San Diego grocery store

Sep 16, 2025San Diego, CA

Brooke Benner, an American citizen with a young daughter, was detained by ICE agents in the parking lot of an El Super grocery store in San Diego's City Heights neighborhood after she began filming agents who had just detained another man. Agents grabbed and handcuffed her within seconds, telling her she was being arrested for "impeding" their operations. Shortly after, agents detained a second American citizen nearby after witnesses said she kicked a federal vehicle; community patrollers recording the encounter said agents pinned her against a car before tackling her to the ground, while another agent pointed a taser at bystanders. Both women were taken to a federal building downtown, held for about seven hours, and released without charges. DHS described the two as "agitators attempting to impede operations," while Benner said she was targeted for criticizing agents and that the experience frightened her, though she plans to continue monitoring ICE activity in her community.

Two U.S. citizens among seven detained in Elgin ICE raid, later released

Sep 16, 2025Elgin, IL

On the morning of September 16, 2025, Department of Homeland Security Secretary Kristi Noem led a military-style raid on an Elgin home, with camouflage-uniformed agents and a helicopter overhead breaking down both the front and back doors around 5:30-5:50 a.m. Seven people were taken into custody, but two of them were U.S. citizens who were released after producing driver's licenses; one said he had been on his way to work when detained and did not know why the others were held. DHS said the operation executed a felony arrest warrant, resulting in the arrest of the target and four others, and claimed the two citizens were only briefly held for safety reasons rather than arrested. Noem and DHS characterized the detainees as having offenses including DUI, felony stalking and assault, claims disputed by community members.

Mother of Teen Beaten by ICE Deported Days After Family Spoke Out

Sep 11, 2025Alamo, TX

Two 17-year-old U.S. citizens, including Luis Ochoa, were detained by ICE agents in Alamo, Texas, after stopping to record an immigration enforcement operation on their way to a Marine Corps recruitment office. Video showed an agent repeatedly hitting one teen and agents using pepper spray while pulling him from his car and handcuffing him; Ochoa said his wrist was broken and that an agent told him, after he identified himself as a citizen, "I don't give a damn. Your parents can't help you now." The teens were held for eight hours before being released, and DHS described them as "anti-ICE agitators" who obstructed and assaulted officers. Ten days later, Luis's mother, Teresa de Jesus Ochoa Briseño, was arrested outside the Alamo restaurant where she worked as a cook, denied the chance to sign voluntary departure papers, issued a final removal order, and sent to Reynosa, Mexico the same day without Luis or her attorney being allowed to see her beforehand; Luis said agents told the family the arrest was connected to their Facebook posts and pending lawsuits over his detention.

Pedro Rojas, a U.S. citizen born in Puerto Rico, was working at the Nutrition Bar Confectioners factory in Cato, New York, when armed federal agents raided the site on Sept. 4, 2025. Rojas remains a plaintiff in the suit, which alleges the raid targeted Latino workers based on ethnicity.

Body camera footage shows 57 workers arrested in mass ICE raid at NY snack factory

Sep 4, 2025Cato, NY

On September 4, 2025, roughly 60 armed and masked federal agents from Homeland Security Investigations, ICE, CBP and local sheriff's offices raided the Nutrition Bar Confectioners plant in Cato, New York, a town of 2,500 people east of Syracuse. Officers broke down a locked bathroom door on female employees, herded over 100 workers into a break room, and separated them by citizenship status without individualized suspicion, questioning pregnant employees and parents worried about children waiting at home. Investigators also interviewed the plant's general manager about hiring practices and potential fraudulent documents, while officers searched offices, storage rooms and hallways for anyone in hiding and debated which company files to seize. At least 57 workers were arrested, more than 20 were separated from their children, and some were denied access to attorneys or family before being sent to out-of-state detention facilities. Pedro Rojas, a U.S. citizen who was seized and interrogated, said agents targeted him and his coworkers because they are Latino. Only five of those arrested faced criminal charges, the most serious being unlawful reentry, and two plaintiffs were deported, though one has since been allowed to reenter the country. The NYCLU and the Worker Justice Center of New York filed a class action lawsuit against DHS alleging officers exceeded their search warrants and violated workers' Fourth Amendment rights, and body camera footage reviewed by the Associated Press as part of that lawsuit has now become public.

Agents pushed him against their vehicle, ripped out his earbuds, handcuffed him, and pointed a Taser at his ribs, threatening to use it if he moved. They questioned him for about five minutes, asking if he was a U.S. citizen and inspecting his ID and Social Security card, before throwing his wallet on the ground and driving away. Diaz said he believes he was targeted because of his race and dark skin during Operation Midway Blitz. 'I'm Hispanic and I'm dark (skinned), so that's why they picked me up,' Diaz said. 'It feels scary because I'm wearing a target... It shouldn't be like that.'

She now avoids filming task force operations unless other observers are present.
