U.S. citizen Somali American slammed and detained by ICE in Minneapolis raid, becomes lead plaintiff in lawsuit

Jan 7, 2026Minneapolis, MNSomalia

ICE agents arrested Mubashir Hussen, a 20-year-old U.S. citizen of Somali descent, in Minneapolis's Cedar-Riverside neighborhood during Operation Metro Surge in December 2025. Video footage documented agents slamming him against a door, placing him in a chokehold, and handcuffing him despite his repeated statements and multiple displays of his U.S. passport and identification. He was released after approximately two hours once agents confirmed his citizenship status. Hussen subsequently became the lead plaintiff in a class-action ACLU lawsuit, Hussen v. Noem, which documents a broader pattern of ICE and CBP detaining U.S. citizens, legal residents, and individuals with pending legal status across Minnesota. The lawsuit, supported by 29 sworn declarations, found that 100% of documented cases involved individuals with legal status, with Somali and Latino communities apparently systematically targeted based on appearance during Operation Metro Surge.

ICE surveils Catholic church during Spanish-language Mass, parishioners report fear

Jan 4, 2026Hopkins, MN

On January 4, 2026, ICE agents in vehicles with out-of-state license plates surveilled St. Gabriel the Archangel Catholic Church in Hopkins, Minnesota, during a Spanish-language Mass, positioning themselves outside the church building. Pastor Paul Haverstock reported that parishioners informed him of men wearing ski masks sitting in a car outside, prompting him to prepare his phone to record if agents entered during the service. Following this surveillance and the earlier deportation of church employee Francisco Paredes, attendance at the Spanish Mass dropped by half from over 400 people, and parishioners expressed fear of attending worship. Church leadership and Hopkins Mayor Patrick Hanlon stated that ICE's presence outside the church violated the constitutional right to free exercise of religion.

Florida woman, a behavioral therapist, dragged from car and detained a third time despite U.S. citizenship

Dec 3, 2025Key Largo, FL

A behavioral therapist for children in Key Largo, Florida, was stopped by U.S. Customs and Border Protection agents on December 3 while driving to work in a car registered to her partner, who is undocumented. Body camera and cellphone video, recorded in part by a Miami Herald reporter, showed agents unlocking her door, dragging her from the vehicle, taking her phone, and handcuffing her as she screamed, "I'm a U.S. citizen, please help me! This is unfair. Why are you doing this to me?" The woman, described as just under 5 feet tall and 85 pounds, said agents searched her purse without consent and that she complied by rolling down her window as instructed. She was held for about 10 minutes before being released once agents confirmed her citizenship through her driver's license. She said this was the third time she had been stopped in the same area for an immigration inspection, and that the experience left her unable to sleep, in physical pain, and emotionally traumatized. U.S. Rep. Debbie Wasserman Schultz said the incident reflected a pattern of people being "racially profiled by ICE," and protesters later gathered in Islamorada to demand accountability. Her case is one of more than 500 documented by ProPublica involving U.S. citizens detained by immigration agents during the Trump administration.

U.S. citizen repeatedly ignored agents, held hours despite showing ID, judge rules racial profiling

Dec 1, 2025Minneapolis, MN

Mubashir Khalif Hussen, a 20-year-old U.S. citizen, was stopped and arrested by multiple masked ICE agents in the Cedar-Riverside neighborhood of Minneapolis while walking to lunch in December 2025. He was held for several hours and shackled in a detention center before being released after showing a photo of his passport. Federal Judge Eric Tostrud found in March 2026 that Hussen was detained based solely on his race or ethnicity in violation of the Fourth Amendment, in a case brought by the ACLU of Minnesota against ICE and Border Patrol during Operation Metro Surge.

Nine Allston car wash workers detained by ICE agents, all held valid work permits

Nov 9, 2025Boston, MA

Nine employees at Allston Car Wash in Boston—Hector Valladares, Felicita Valladares, Vanessa Vasquez Valladares, Clarisa Aguilon, Heidy Aguilon, Yuli Magali Mendez Luarca, Pablo Oseas Lopez, Dairo Preciado, and Jose P. Enriquez Sagastume—were detained by more than 22 ICE agents on November 4, 2025. All nine workers held valid work permits at the time of their arrest. According to business manager Jose Barrera, agents arrived with subpoenas and detained the workers before allowing them to retrieve their work permits from their lockers. Attorney Todd Pomerleau reported that detainees held at ICE's Boston field office in Burlington experienced mistreatment, including being denied food and shower access for several days, and that one detainee was allegedly transferred to Texas in violation of a court order. Seven of the detained workers subsequently filed a federal tort claim through Boston Lawyers for Civil Rights alleging unlawful arrest, racial profiling based on their Latino and Spanish-speaking status, and mistreatment in custody including shackling, transport to multiple detention facilities, and denial of access to phones, legal counsel, and medications. The complaint seeks $1 million in compensation per worker plus legal fees.

Her daughter filmed the encounter and said officers left her alone on the roadside as they drove off with her mother, saying, "I want this video out there because I want my mother home." Funez-Andrade is being held at Rockingham/Harrisonburg Regional Jail with no criminal charges filed, reportedly as a 'courtesy' to ICE, and her family has started a GoFundMe to cover legal fees.

Nov 5, 2025Cottage Grove, ORGuatemala

Juanita Avila, a Guatemalan-born permanent resident and shop owner, was detained by ICE agents on November 5, 2025, while driving on Highway 99 in Cottage Grove despite having her valid green card in her pocket. Avila alleges she was racially profiled and that agents used excessive force, dragging her from her vehicle and pinning her to the pavement. Her case became part of a lawsuit that challenged ICE's "arrest first, justify later" tactics; in May 2026, a federal judge issued a preliminary injunction blocking ICE agents in Oregon from detaining people without warrants or probable cause, ruling their conduct "brutal and violent" and a systematic violation of constitutional rights.

A federal judge ordered her released on $5,000 bond. The Justice Department later dismissed her case without prejudice.
