Ecuadorian roofer says ICE agent threatened to return for his family

Cristian Vaca, a 28-year-old roofer from Ecuador who moved to Biddeford, Maine in September 2023, said ICE agents repeatedly threatened him and his family outside his home on Wednesday. Vaca, who has a Social Security number, a work permit, and pays income taxes, said he was sitting on his couch when he noticed agents photographing him outside. A video he recorded shows an ICE agent telling him through his closed front door, "We're going to come back for your whole family, OK?" while a child's voice can be heard in the background. Vaca lives with his wife and young son.

ICE Raid on U.S. Citizen Sparks St. Paul Protest, Leading to Federal Indictments

On January 18, 2026, ICE agents conducted a raid on the home of ChongLy Scott Thao, a U.S. citizen with no criminal record, in Saint Paul, Minnesota. Agents pointed guns at family members and handcuffed Thao without presenting a warrant; after confirming his citizenship through fingerprinting, ICE released him without apology or explanation. The incident occurred in front of his 5-year-old grandson. The raid prompted a protest at Cities Church in St. Paul, where one of the pastors worked for ICE. Subsequently, 30 protesters have been indicted on federal crimes, along with civil rights attorney Nekima Levy Armstrong and journalists Don Lemon and Georgia Fort for their roles in the demonstration.

U.S. citizen detained at gunpoint in underwear by ICE sparks criminal probe into raid

ChongLy "Scott" Thao, a naturalized U.S. citizen of Hmong descent, was detained at gunpoint by masked ICE agents who broke down his door without a warrant at his St. Paul, Minnesota home. Agents refused to look at his identification and led him outside in subfreezing temperatures wearing only underwear, Crocs, and a blanket while his 4-year-old grandson watched and cried; he was then driven around and questioned for over an hour before being returned home. Ramsey County Attorney John Choi and Sheriff Bob Fletcher have since opened a criminal investigation into the raid, saying agents lacked probable cause to enter the home, while DHS has claimed the operation targeted two sex offenders it said lived at the address, a claim Thao's family disputes. Thao's mother had fled Laos in the 1970s after supporting U.S. covert operations there as a nurse, and Thao says he plans to file a civil rights lawsuit against DHS.

ICE detains Hmong American U.S. citizen without warrant; Minnesota investigates

On January 18, 2026, ICE officers entered the home of Chongly "Scott" Thao, a 56-year-old naturalized U.S. citizen and Hmong American man, without a warrant and detained him for several hours. ICE stated they were searching for two convicted sex offenders with ties to the property, but Thao denied knowing the men and one remained incarcerated. Judge orders release of Liberian man arrested in Minneapolis

St. Paul man refuses ICE agents entry, video goes viral

Vang refused to open the door after agents did not explain the purpose of their visit, and they left after about 90 seconds. Vang said he lives with his son, parents, and sister, all U.S. citizens, and that his parents immigrated from Laos in the 1970s; he said he feared agents might detain him or his mother. The video was posted to Facebook and received over 400,000 views, as reports indicated the broader enforcement operation had initially been expected to focus on the Somali community.

Liberian national Garrison Gibson arrested at home by ICE agents using battering ram

Cambodian refugee dies in ICE custody at Philadelphia detention center

Parady La, a 46-year-old Cambodian refugee and longtime Philadelphia-area resident, died in January 2026 after being detained by ICE. La was arrested by ICE on January 6 outside his home and held at the Federal Detention Center (FDC Philadelphia), where he was treated for severe drug withdrawal. On January 7, officers found him unresponsive in his cell, administered CPR and Narcan, and transported him to Thomas Jefferson University Hospital, where he was diagnosed with anoxic brain injury, shock, and multiple organ failures. He died on January 9. His family and organizations including the ACLU of Pennsylvania and CAIR-Philadelphia demanded accountability and transparency, with the ACLU filing a Freedom of Information Act request for records related to his detention, medical treatment, and death.

ICE detains and releases St. Paul woman, continues returning to her home

Vela believed he had permanent resident status, but a letter later confirmed discrepancies regarding his actual residency status. 17-year-old detained with mother after ICE agents enter apartment complex

Two dogs abandoned in apartment after owners detained in Oklahoma ICE operation

Two dogs were left confined in an Oklahoma apartment without food or water for approximately a week after ICE agents detained their owners during an enforcement operation in January 2026. A neighbor alerted the property manager after noticing the distressed animals, and animal welfare officers found the dogs frightened, in a damaged apartment, and without sustenance. The responding officer stated that ICE did not notify local animal control of the pets' presence, despite what he said is standard protocol to inform animal control when animals are left behind during arrests.

Migrants in Oregon suburb detained after ICE agents posed as utility workers

In December 2025 and January 2026, federal agents posing as utility company employees lured residents out of their homes in Gresham, Oregon, leading to the detention of at least three people, according to state Rep. Ricky Ruiz. Ruiz said agents used the ruse to get one man to leave his house before taking him into custody, and he later contacted NW Natural and Portland General Electric after hearing of similar incidents. Both utilities have since issued customer guidance—NW Natural's published in seven languages—explaining that their employees wear uniforms and badges, never demand immediate home entry, and typically only need yard access to reach meters. ICE did not respond to requests for comment on the incidents.

Mexican citizen detained without pre-deprivation hearing, court orders immediate release

A Mexican citizen who entered the U.S. in June 1998 with no criminal history was detained by ICE on December 28, 2025, outside her home without any pre-deprivation process or notice, despite not being subject to a final removal order. Father detained by ICE; 13-year-old son restrained during Eden Prairie incident
