Tuan Van Bui's family demands independent probe into his ICE detention death

Apr 1, 2025Bunker Hill, INVietnam

Tuan Van Bui, a 55-year-old Philadelphia man who arrived in the U.S. in 1990 through the Amerasian Homecoming Act, suffered a stroke and collapsed on April 1 at Miami Correctional Facility in Indiana, after being detained during a routine ICE check-in in Philadelphia the previous August and spending months at the Moshannon Valley Processing Center. Fellow detainees said it took about 15 minutes for a guard to respond and 10 more minutes for medical staff to arrive, while an Iraqi detainee performed CPR; ICE said Bui had a history of asthma and hypertension and received appropriate medication, and the local coroner attributed his death to natural causes related to cardiovascular disease, though the exact cause remains under investigation. His family is asking that his body be returned to Philadelphia for burial and is calling for an independent investigation, noting that his wife suffered a stroke after he was detained. His death is among 50 in ICE detention since Trump took office in January 2025, a rate more than double the 2009-2024 average.

Ukrainian man dies after delayed emergency response to stroke at ICE facility

Feb 20, 2025Miami-Dade County, FLUkraine

Maksym Chernyak, a 44-year-old Ukrainian man who fled Russia's invasion and entered the U.S. legally under a humanitarian parole program in August 2024, was arrested in January 2025 on a domestic battery/assault charge and transferred to ICE custody at the Krome North Service Processing Center in Miami-Dade County. In the days before his death, he reported fever, chest pain, an irregular heartbeat, and blood in his stool, but went several days without seeing a doctor and his elevated blood pressure went untreated. On February 18, while held in an overcrowded room with about 30 other detainees, he suffered a stroke with multiple seizures and became unresponsive; staff reportedly took 15 to 40 minutes to call 911 and initially accused him of drug use, though toxicology later showed no intoxication. He was hospitalized at HCA Florida Kendall Hospital, where doctors confirmed a hypertensive intracerebral hemorrhage, declared him brain dead, and he died two days later. His wife said he had been in good health before detention and was pressured to sign documents without a translator. Medical experts reviewing his case for Human Rights Watch and Physicians for Human Rights concluded that delays in emergency response and higher-level care likely contributed to his death, and his case was examined as part of a broader look at rising ICE detention deaths.

The Miami-Dade Medical Examiner ruled his cause of death as "complications of schizoaffective disorder," but medical experts including a former NYC chief medical examiner questioned this finding, noting mental illness alone cannot be a proper cause of death and citing concern about multiple medications in his system and the unresolved rhabdomyolysis.
