Massachusetts Signs Nation's Strongest Law Barring ICE From Schools, Hospitals, Courts

Aug 5, 2026·Location: Chelsea, MA

Massachusetts Gov. Maura Healey signed the PROTECT Act at La Colaborativa in Chelsea, joined by immigrants, advocates, law enforcement, teachers, nurses, doctors and clergy, to bar ICE from courthouses, schools, child care centers, hospitals and health centers. The law addresses concerns that ICE enforcement deters children from attending school, people from seeking medical care, and witnesses from appearing in court, and lets parents pre-arrange guardianship for their children in case of detention or deportation. It also bans new 287(g) agreements with state agencies, limits civil immigration enforcement in nonpublic areas of state buildings, requires multilingual guidance on enforcement procedures and rights, and allows civil rights claims against government officials, including ICE agents.
