California Attorney General Urges Rejection of CoreCivic Detention Facility License

California City Correctional Facility, now the largest immigrant detention center in the state, has grown from about 500 detainees within two weeks of opening to over 1,400 by January 2026. State Department of Justice inspections in November 2025 found crisis-level healthcare understaffing, denial of outside medical specialist access, extreme cold, water leaks, inadequate food, excessive lockdowns, and lack of recreation time. After the city approved a business license and site plan in February 2026, an appeal was filed, and Attorney General Rob Bonta has now submitted comments urging city leaders to reject CoreCivic's applications, citing incomplete documentation and zoning violations, including a bed count exceeding the facility's authorized capacity.
