Ilhan Omar's bill to defund ICE draws GOP backlash after deadly Minneapolis operation
Sep 17, 2026·Location: Minneapolis, MN

Rep. Ilhan Omar has introduced the Make ICE Pay Act, which would redirect nearly $140 billion in ICE and CBP funding through the Department of Housing and Urban Development to communities affected by enforcement operations, with HUD's inspector general overseeing the program before it expires after three years. The bill responds to Operation Metro Surge in Minneapolis, which resulted in nearly 4,000 arrests and the fatal shooting of two U.S. citizens, Renée Good and Alex Pretti, and also addresses enforcement operations in Illinois, Louisiana, Maine, North Carolina and Oregon. Republican lawmakers have criticized the proposal as rewarding jurisdictions that resist federal immigration enforcement, and the bill has little chance of passing given Republican control of Congress and the White House.
