Beginning September 15, ICE quietly stopped listing detainees with final removal orders on its Online Detainee Locator System, according to an Associated Press investigation citing three current and former ICE officials, while a Washington Post report found officers were also told to stop disclosing detainees' locations to attorneys and family members. The locator system, first introduced under the Obama administration, had for years let anyone search a detainee's location by name and birth country; now people are removed from it the moment a removal order becomes final, even before any transfer occurs. The change coincides with a rapid expansion of ICE detention, with the number of facilities used rising 91% in President Trump's first 10 months back in office and more than 1 in 10 detainees now transferred out of state within 24 hours of arrest; at least 1.4 million people nationwide have final removal orders. The policy has left families and lawyers unable to confirm where detained relatives are held, since habeas petitions must be filed in the federal district where a detainee is physically located, prompting Habeas Project attorneys to file emergency petitions on behalf of two New Bedford residents who could not be located by their families or lawyers.
