Newly unsealed court records show a Homeland Security Investigations agent added eight Maine residents, including several observers of immigration enforcement, to DHS's Investigative Case Management database in January. One woman, Carlyn Williams, was later detained by Customs and Border Protection returning from Quebec after being placed in the database, even though she was not present when her car was seen near agents recording enforcement activity—her spouse had been driving. Williams, her partner, and two others are suing DHS for allegedly violating their First Amendment rights and are now seeking a court injunction barring retaliation against observers, including threats of being added to a 'domestic terrorism' list. DHS has denied wrongdoing and denies operating a database for domestic terrorists.
