Border Patrol agents attempted to stop a car driven by Joffre Alexander Jara Llangari, a 19-year-old from Ecuador, during immigration enforcement operations in Minneapolis. After the car fled and crashed into a tree, Llangari and a passenger, Rosa Florinda Llangari-Tenecoraa, ran on foot before an agent chased down Llangari, pinned him to the ground between his legs, and handcuffed him while he shouted in Spanish that he was "legal." A bystander who witnessed the crash recorded video of the arrest, during which someone off-camera asked the agent if he had a warrant and received no response. DHS said both Llangari and Llangari-Tenecoraa, who had been previously served notices to appear in immigration court, would remain in custody pending removal proceedings.

“He yells for help, "Help me, help me, help me," and the ICE agent ends up coming, running and tackling him in the middle of the street, pins him down, is speaking to him in Spanish, trying to get him to calm down, and then he arrests him,”
