Video Confirms Border Patrol Officer Threatened Legal Observer With Arrest in Florida
Nov 20, 2025

A U.S. Border Patrol officer in Key Largo, Florida threatened to arrest a 64-year-old legal observer for following an unmarked CBP vehicle and recording the encounter, according to cell phone video posted on Instagram. In the footage, the officer warns the man he will be pulled over and arrested for "impeding an investigation" after following the vehicle from a distance the observer says exceeded 25 feet. The observer, part of a local group monitoring immigration enforcement in the Upper Florida Keys, referenced the recent fatal shooting of a woman by a CBP officer in Minneapolis during the exchange. Key Largo was previously the site of a December Border Patrol stop in which officers pulled a U.S. citizen from her car, and the 11th Circuit Court of Appeals, which covers Florida, ruled in 2000 that recording police is protected First Amendment activity.
