Federal agents arrested a man from Honduras in St. Paul's Payne-Phalen neighborhood on November 25, 2025, with ICE claiming he had previously been removed from the country. A crowd gathered to protest, and federal agents and St. Paul police responded by deploying chemical irritants, tear gas and pepper balls, injuring several people who needed treatment from EMTs. The Department of Homeland Security said one protester was arrested after allegedly ramming an ICE vehicle, and St. Paul police cited and released another person for obstruction. City Council member Hwa Jeong Kim said she was tear gassed along with other elected officials, calling the police response 'completely unacceptable,' while Mayor Melvin Carter and Gov. Tim Walz said they were not notified in advance and called for a review of the incident.
“I think residents should be infuriated by this action today.”
