ICE restricts congressional oversight visits to detention center

ICE Director Todd Lyons issued a memo restricting members of Congress from conducting unannounced visits to the Otay Mesa Detention Center, requiring two days' advance notice plus written consent from each detainee before visits are allowed. Reps. Mike Levin and Sara Jacobs were denied the ability to speak with detainees during an unannounced oversight visit on May 11, citing the new restrictions, and said a dozen lawmakers previously sued the administration over blocked facility visits and won. A federal appeals court ruled against the Department of Homeland Security's request to remove a stay that had allowed congressional visits to proceed. A DHS spokesperson disputed that the policy blocks access, saying ICE facilitates meetings when both a detainee and lawmaker agree and that congressional visits to ICE facilities increased in 2025 compared with the previous administration. Multiple detainees have filed complaints about medical neglect, inadequate food, and poor sanitation at the facility.
