The facility, which operates under a federal contract allowing ICE to hold up to 400 detainees, housed detainees in overcrowded cells with up to 48 people per room using inflatable mats or thin pads on trays for bedding. While facility operators claimed basic needs were being met, detainees—many from across Missouri and southern Illinois—reported being detained unexpectedly during their asylum process after initially being assured they would not be held.
