US citizen detained by ICE amid multiple brawls at Phoenix protest

Emily Despain, a 21-year-old U.S. citizen from Tempe, Arizona, was detained by ICE for approximately four hours during a protest outside the ICE Phoenix Field Office on January 22, 2026. She said she was filming the demonstration when an ICE agent pushed her face-first into the ground during a brawl involving multiple protesters and agents, and that agents threatened to take her to Florence Correctional Center. She was released around 1:30 a.m. on January 23 without explanation or apology. The incident was one of several clashes between agents and protesters that night, part of ongoing near-daily demonstrations across the Phoenix area, and prompted Arizona Attorney General Kris Mayes to gather accounts from witnesses at the scene.

ICE agent breaks truck window during detention on south side

On Sunday, January 18, ICE agents broke a driver's side truck window while detaining a man on Tucson's south side, first using a device to break the window and then using an elbow and fist to break the rest. According to a video witness, the man had work tools in the back of his truck and groceries in the front seat. ICE did not respond to inquiries about why the man was detained or why agents needed to break the window.

Mexican woman arrested by ICE in Cottonwood Safeway parking lot in targeted operation

Isela Hernandez Lugo, a Mexican national, was arrested by ICE agents in the Cottonwood Safeway parking lot on January 14. According to ICE, Hernandez Lugo entered the United States without inspection and remains in ICE custody pending removal proceedings. A bystander recorded video of the arrest, describing it as ICE "snatching" the woman off the street. The Cottonwood Police Department confirmed the arrest occurred and said it was a targeted enforcement action rather than random, adding that officers were not notified beforehand and that the department does not work with or share resources with ICE.

Navajo man detained by ICE despite showing multiple IDs

A Navajo man named Peter Yazzie was detained by ICE agents at a gas station in Peoria on January 12th despite presenting multiple forms of identification including a Certificate of Indian Blood, driver's license, and birth certificate. Yazzie, a U.S. citizen under the Citizenship Act of 1924, was detained for four hours. Tribal leaders stated that federally recognized tribal IDs are needed and questioned whether ICE operated within its legal jurisdiction regarding Native Americans.

Son acquitted after intervening in father's ICE arrest in Phoenix

Isaac Luis-Amazar witnessed ICE agents arrest his father, Luis Castro Silas, after agents ran the license plate of his father's truck in a Home Depot parking lot in Phoenix in January 2026 and found a prior deportation record. When his father fled on foot and was tackled, Luis-Amazar said he ran over, believing an officer was about to strike his father, and was then charged with assaulting the officer. On July 16, 2026, a Phoenix jury found him not guilty of the felony assault charge after he testified that he never struck the officer, who he said lost his balance and fell on him.

Phoenix tile installer, 60, held 26 hours by ICE, pressured to sign voluntary departure

Ramón Barraza, a 60-year-old Mexican national from Sinaloa who worked as a certified public accountant in Mexico and spent two decades installing ceramic tile floors in Phoenix, was pulled over near 75th Avenue and McDowell Road by unmarked ICE SUVs while driving to a job site. Plainclothes agents with no visible identification, who appeared to have tracked his truck using license-plate data, boxed him in, addressed him in Spanish, and handcuffed him, telling him 'you're the one we came for.' He was taken to ICE's Central Avenue processing facility, where he said he was held for 26 hours in an overcrowded, windowless cell with about 25 other detainees, given only a frozen bean burrito every six hours, no water or fruit, and was denied a phone call to his family for hours. An agent later prepared a 'voluntary departure' document himself, instructing Barraza only to confirm pre-filled personal information rather than answering open questions, and told him signing it would let his girlfriend later petition for his legal reentry.

Bisexual Ghanaian woman granted withholding of removal shackled and deported to Cameroon after ICE officer denied her fear interview

Khadija (also referred to by the pseudonym Abina), a bisexual woman from Ghana, fled her country fearing for her life after she and her family were persecuted because of her sexual orientation. She crossed the U.S. border in December 2024 to seek asylum and was detained at the Eloy detention center in Arizona. Denied eligibility for asylum only because of the "circumvention of lawful pathways" regulation, she proved to an immigration judge that she was a refugee and was granted withholding of removal in July 2025. Instead of releasing her, ICE continued to detain her and told her she would be sent to Cameroon — a country she had never been to and where homosexuality is also criminalized. When she requested a fear interview and refused to sign voluntary deportation papers, an ICE officer told her to "get the fuck out of my face." In January 2026 she was placed on a flight in shackles around her wrists, ankles, and waist, with stopovers in Louisiana and Senegal, and deported to Cameroon. There she lives in a crowded room with about ten other women and other third-country nationals, lacking clothing, sanitary pads, and basic hygiene products, and was told she has temporary authorization to remain for only two months. As of July 2026, she remains in limbo, afraid to go outside the building where she is housed and unable to return to Ghana, where she fears persecution.

71-year-old great-grandmother detained 10 months after restaurant raid while owners remain free

Maria Cristina Tapia Cornejo, a 71-year-old undocumented immigrant, has been held at Eloy Detention Center for over 10 months following an ICE raid on Colt Grill restaurants in July 2025. Despite multiple requests for humanitarian release citing her age, hearing impairment, lack of criminal record, and deep family ties in Arizona, ICE has kept her detained. The restaurant owners who were arrested on charges of hiring undocumented workers were released and granted court-approved travel out of state while awaiting trial. An immigration judge ordered Tapia Cornejo's deportation in January 2026, and she is appealing while remaining in custody, citing safety concerns related to cartel violence in her hometown.

DACA mom detained by ICE while Christmas shopping in Phoenix, lawmakers call for release

Flor Ivet Vargas-Loya, a DACA recipient and mother of two U.S. citizen children ages 17 and 19, was handcuffed and detained by ICE on Christmas Eve while shopping at a T.J. Maxx in Phoenix's West Valley. She and her husband operate the El Taco Loko restaurant and a food truck in Laveen, and she is the sole provider for her children following her husband's deportation. At the time of her arrest, she was awaiting a delayed DACA renewal, had no new criminal charges, and was wearing an ankle monitor after being released on bond following about a month in immigration detention earlier in the year. Her attorney said she had been fully complying with her orders, and she had a court hearing scheduled for 2028. She is being held at the Florence Processing Center. Arizona lawmakers called for her release, with state Sen. Analise Ortiz saying, 'People like Flor and her husband are entrepreneurs who contribute to their community.'

According to reports, multiple unaccompanied immigrant minors are appearing in immigration court without legal representation or support due to federal budget cuts to organizations that previously provided assistance.

Syrian man released from ICE detention after year despite winning case

Kamel Maklad, a Syrian man who migrated through Venezuela, was released from Eloy Detention Center on December 9, 2025, after spending 14 months detained. He had won his immigration court case in November 2024 where he was granted withholding of removal. His release came after a federal judge granted a habeas corpus petition filed on his behalf.

Rep. Grijalva says she was pepper-sprayed during ICE raid

Rep. Adelita Grijalva of Arizona stated she was pepper-sprayed and pushed by ICE agents during a raid at a Tucson restaurant on Friday. The congresswoman identified herself as a member of Congress and stated she witnessed others being sprayed, including press and staff members. The Department of Homeland Security stated she was in the vicinity of another person being pepper-sprayed.

ICE Pepper-Sprays Arizona Rep. Adelita Grijalva During Tucson Protest

Federal ICE agents pepper-sprayed and fired crowd suppression munitions at newly sworn-in Arizona Representative Adelita Grijalva during a confrontation with protesters outside a taco restaurant in Tucson. Video evidence shows agents spraying Grijalva and others with pepper spray and firing pepper balls, which the Department of Homeland Security denied occurred. The incident occurred during an operation targeting the restaurant as part of a human trafficking investigation, with heavily armed agents deploying flash-bang grenades, tear gas, and pepper-ball rounds at immigrant rights protesters.

Woman who miscarried in Eloy says staff denied she was pregnant, remains detained

Beatriz Pastrana Candela, detained by ICE in Tempe last November, said medical and detention staff at the Eloy Detention Center repeatedly told her she was not pregnant despite a positive pregnancy test, and she later miscarried. She was placed in a segregated room for her mental health after reporting hallucinations in which she saw herself holding her baby and heard voices telling her to hurt herself, and she needed a wheelchair due to difficulty walking; she described the small, barred outdoor area she was allowed into as another cage. Five months after the miscarriage, Pastrana remains in detention, and the Florence Project has worked with three other women who were pregnant at Eloy between January and June 2026, including one held until she was seven months pregnant.

ICE Holds Landscaper Facing Deportation After Two Weeks

Federal Court Orders Release of Georgian Asylum Seeker from ICE Detention

A Georgian citizen who entered the U.S. in 2022 and filed an asylum application was detained by ICE in November 2025 during a routine check-in. He had originally been released on his own recognizance after being apprehended by Border Patrol. The federal court ruled his detention unlawful and ordered his immediate release, finding he did not meet the criteria for mandatory detention under immigration law.

Pregnant Woman Miscarries in ICE Detention, Remains Held Five Months Later

Family in dark after ICE agent shoots man in Phoenix

ICE arrests Avondale man after hours-long standoff at home

ICE agents attempted to arrest 21-year-old undocumented Honduran immigrant Willian Castillo-Hernandez on October 24, 2025, despite not having a warrant for him. After he fled to his home, a multi-hour standoff ensued involving the FBI. Video evidence suggests ICE rammed his truck, contradicting ICE's claim that he rammed them. Castillo-Hernandez was ultimately arrested after negotiators convinced him to leave the house.
