Cumberland County votes to end contract holding ICE detainees at jail

The Cumberland County Board of Commissioners voted 3-1 in April 2026 to end its contract with ICE and stop holding federal immigration detainees at the county jail, reversing a 3-2 vote in November 2026 to keep the agreement. Commissioner Patricia Smith said the decision followed nearly a year of growing public pressure, with public comment at meetings rising from almost none to 50-100 residents. The vote came after Gov. Janet Mills signed LD 2058, a bill giving Maine jails flexibility to refuse detainees held solely for civil immigration violations. Sheriff Kevin Joyce said he was disappointed, noting the jail's funding has relied on federal payments of $150 per day per detainee, including during a January ICE operation in Maine known as Operation Catch of the Day.
