Immigration and Customs Enforcement agents conducted a series of raids across Indianapolis, with residents capturing video of arrests near the Carriage House Apartments and at a Marathon gas station on East 38th Street. Mayor Joe Hogsett said his office received no advance notice and called the raids "cruelty," while U.S. Sen. Jim Banks defended ICE's actions as a "constitutional responsibility" and later said the agency is making Indiana safer. U.S. Rep. Andre Carson sent a Sept. 2 letter to federal officials requesting the number of people arrested, their criminal histories, the legal basis for the arrests and where detainees are being held, citing data showing 96% of July ICE arrests nationally involved people without prior convictions and stating that ICE "is making our city less safe." An immigration attorney said federal policy changes have made it increasingly difficult and costly for detained individuals to secure release, and local officials have referenced 287(g) agreements in nearby counties as a model for cooperation with federal immigration authorities.
