Corrections officer arrested by ICE despite years of service at Cumberland County jail

A corrections officer recruit for the Cumberland County jail was arrested by ICE despite passing background checks and federal employment verification, according to Sheriff Kevin Joyce, who said the recruit had no known criminal history and was authorized to work in the U.S. In August 2026, ICE arrested veteran Cumberland County corrections officer Nilton Ribeiro, originally from Angola, who had worked at the jail for three years after passing a background check, polygraph test and I-9 verification. DHS said Ribeiro had overstayed a visa that expired in March 2023 and remains in ICE custody pending removal proceedings. Sheriff Joyce confirmed this is the fourth time in 16 months that ICE has detained a Cumberland County corrections officer or recruit.
