Hundreds of protesters, including Congressman Joaquin Castro and Bexar County Commissioner Tommy Calvert, marched more than a mile to a vacant industrial building ICE purchased in January for $30 million above its appraised value, prompting calls for an investigation into the purchase. City officials said ICE did not respond by a Sept. 30 deadline to confirm compliance with federal environmental review requirements, and a majority of San Antonio's City Council and Mayor Gina Ortiz Jones are now considering legal action, asking the city attorney to review options. Officials also want CPS Energy and the San Antonio Water System to evaluate the facility's potential impact on local power and water systems. ICE awarded a contract in August to begin renovations on the building, which it plans to convert into a 1,500-bed immigration detention center.
