A federal judge granted a habeas petition for Renatho Kemsley Casseus, a 20-year-old San Diego City College student, and ordered ICE to release him from custody. Casseus was arrested Sept. 8, 2026, near 16th and C streets while driving to class, and remained at Otay Mesa Detention Center at the time of publication. His attorney said Casseus has a pending asylum application and disputed DHS characterizations of his 2023 entry as unlawful, citing a CBP One appointment and I-94 parole document. College officials welcomed the release and said campuses should not be sites of immigration enforcement.
