A man, identified by the San Francisco Public Defender's Office as their client Milton Ramos-Ramirez, a 51-year-old citizen of El Salvador, was detained by plainclothes and tactical ICE agents on a Monday morning outside 360 6th Street in San Francisco's SoMa neighborhood. Security and bystander footage captured a plainclothes agent drawing a gun and ordering him to the ground as four officers, some wearing SRT patches and face-obscuring neck gaiters, struggled to restrain him while he repeatedly shouted 'I'm a U.S. citizen,' 'I'm not doing anything,' and asked to see their badges. ICE said he had been previously deported and had a prior California conviction for voluntary manslaughter, alleging possible gang ties, but provided no further details. The Public Defender's Office called it 'outrageous for a plainclothes ICE agent to pull a gun on someone walking down the streets of our city' and said it was working to secure him legal representation and verify ICE's claims. The San Francisco Rapid Response Network reported ICE sightings that day in SoMa and the Excelsior neighborhood, and the incident prompted a rally at City Hall where city supervisors, including Jackie Fielder, pledged to pass emergency funding for immigration rapid response and legal services. Mayor Daniel Lurie's office said it coordinated with the Rapid Response Network and reiterated that San Francisco law enforcement does not participate in federal civil immigration enforcement.
