ICE agents conducted an enforcement operation in Syracuse's Armory Square neighborhood on October 19, entering the closed Margarita's Mexican Cantina while pursuing someone and detaining people inside. Restaurant owner Alejandro Gonzalez said the restaurant was not the target but that agents entered and detained two people without showing a warrant. Video shows agents removing two handcuffed individuals while a bystander asked whether they had a judicial warrant; an agent replied he did not have to answer. DHS confirmed four people were arrested: Ismael Espejo Sarmiento of Mexico, who officials said has a prior criminal record; Jonathan Castro Alay of Ecuador; Hector Velsai Vazquez Perez of Guatemala; and Natividad Tania Ramirez Vasquez of Guatemala, who arrived in the U.S. in 2024 and had received a final removal order in April 2025. A local immigrant advocacy group said additional unreleased video shows an agent blocking the restaurant entrance. Onondaga County Legislator Chad Ryan said the business lost most of a day's revenue and that the legal authority used remained unclear.
