Viktoriia Bulavina, a Ukrainian woman in her mid-40s who fled the Russian invasion of her hometown Kharkiv, entered the U.S. in September 2022 under the Uniting for Ukraine humanitarian parole program and later obtained Temporary Protected Status. She is married to U.S. citizen Victor Korol, who is undergoing cancer treatment. Immediately after her final marriage-based green card interview at the USCIS office in downtown San Diego, she was handcuffed and detained by ICE agents. She was held for five days at the Otay Mesa Detention Center and a downtown San Diego ICE facility, where she reported poor conditions including an open toilet in view of guards, inability to shower or change clothes, cold temperatures, expired food, and lack of sleep, and was denied medication. Her attorneys said she had complied with all immigration requirements and disputed DHS's claim that her TPS had lapsed, while her husband organized a letter-writing campaign and her legal team considered a habeas corpus petition. She was released after media coverage and attorney intervention, with her TPS extension approved the day of her release, though she now faces removal proceedings.
