The Trump administration continues to violate the Flores settlement at the Dilley family detention center, the only facility of its kind, with a Texas Tribune analysis finding at least 60 children held 100 days or more and average stays reaching 47 days during a six-month period ending in December 2025; the facility, reopened in March 2025 after Biden closed it, has detained roughly 3,000 children in its first year with more than half held beyond the 20-day legal limit, while U.S. District Judge Dolly M. Gee said in June she plans to appoint a monitor to enforce compliance. Detained children have reported rotting food, non-potable water, inadequate medical care, mold, insects and staff misconduct, while the administration seeks to end the Flores settlement altogether, calling it 'outdated' and 'judicial micromanagement,' as DHS calls it 'a tool of the left'; Democratic lawmakers and immigrant rights advocates are calling for the facility's closure. Among those held is a 16-year-old Los Angeles student, identified in court records as S.M.H., whose parents are college professors; the family, originally from Iran, was arrested in April after the State Department revoked their permanent legal status, and the teen and his mother have been detained at Dilley for 123 days while his father is held separately at the South Texas ICE Processing Center in Pearsall. In a sworn affidavit, the teen described cockroaches, spiders and mosquitoes in his living quarters and said he has lost 10 pounds; his family's lawyers argue the four-month detention violates the Flores settlement, a case now pending before the 9th U.S. Circuit Court of Appeals.
