ICE arrests of Asian Americans in California surged more than 1,000%, analysis finds

A USC Equity Research Institute analysis found ICE arrests of Asian Americans and Pacific Islanders in California increased 1,109% in 2025, far outpacing the 386% rise in overall ICE arrests statewide. Nearly 3,000 AAPI individuals were arrested, accounting for 1 in every 10 ICE arrests in the state, with the largest increases among communities from India, China, Vietnam, Armenia and Laos, as well as among AAPI women and children under 18. About 56% of AAPI Californians arrested had no criminal record, up from 19% in 2024. The report found so-called street arrests, made at homes, workplaces and public places, jumped elevenfold, which researchers linked to daily arrest quotas, while arrests through jail transfers more than doubled nationally; it also noted 32 deaths in ICE custody last year, six of them people from Asian countries. Advocates said the arrests are instilling fear and causing families to scramble to locate loved ones.
