Immigrants face secret ICE-run courts expanding to DC, LA, more cities
Sep 11, 2026·Location: New York, NY

Beyond 26 Federal Plaza in Manhattan, immigration officials have begun redirecting hearings to unmarked, DHS-controlled sites including FEMA headquarters in Washington, D.C., and a location in Los Angeles, with similar facilities being considered in Chicago, Denver, Miami, and San Antonio. People often receive late or no notice of the location changes, and some sites are not marked as courts at all, making them hard to find. ICE has also denied court observers, including members of Congress and their staff, access to these hearing locations, which advocates say violates the law. Immigration attorneys and advocacy groups are calling on the administration to stop using these unmarked sites and are urging Congress to pass legislation creating an independent immigration court system.
