Colorado city sues ICE facility's landlord over detentions after permit revoked

The city of Glenwood Springs filed a lawsuit against JG Housing Solutions, a Florida-based landlord that leases part of the Midland Center to ICE for a short-term holding facility, alleging the company is violating municipal zoning code by continuing to allow detentions after the city revoked the facility's special-use permit in April. The suit, filed Sept. 25 in Garfield County District Court, seeks a permanent ban on using the property for detentions, daily fines, and a preliminary injunction to halt detentions while the case proceeds. The city originally granted the special-use permit in 2004, limiting detentions to under 12 hours, and the lawsuit notes that neither ICE, the General Services Administration, nor JG Housing Solutions appealed the April revocation. ICE data cited in the suit shows 27 people were detained at the facility between May 22 and Aug. 4, after the city council voted 6-1 on Aug. 6 to pursue litigation following months of resident complaints about the facility's impact on immigrant neighbors.
