Emiliano Andrade-Covarrubias, a 56-year-old Mexican national who had lived in Dallas for decades working as a contractor painting apartments and townhomes, died in ICE custody at the Rio Grande Processing Center in Laredo, Texas. He was found unresponsive in his cell on a Saturday morning; facility staff performed CPR and called emergency services, but he was declared deceased. He had been detained since June 26, 2026, after CBP arrested him at the Juarez-Lincoln Bridge, with ICE stating officials had determined his permanent resident status was obtained fraudulently. His daughter, Estefani Andrade, a 29-year-old U.S. citizen, said her father had a heart condition, diabetes and high blood pressure, and that staff would not give him his medications despite his bringing them with him, and that his complaints of coughing, trouble breathing and chest tightness were ignored. ICE confirmed his medical history included diabetes, hypertension, and anxiety, with cause of death pending autopsy. Rep. Henry Cuellar visited the facility and said he would submit written questions about the 72 hours before his death. He is the seventh person to die in ICE custody in Texas this year and the second at the Laredo facility.
