Erik Payán Ibarra, a 51-year-old tire shop owner from Mexico, was arrested by ICE on February 25 during a worksite enforcement operation at his business, Payan Tire Shop, in Colony Ridge, Texas. He was held for 27 days at the Montgomery Processing Center, where he described cold conditions that left him sick, and was granted release on $5,000 bond during a March 20 hearing after his attorney argued he had no criminal history and strong ties to the community. His daughter had recently been hospitalized for a leg amputation and his granddaughter had undergone open-heart surgery around the time of his arrest.
