An 8-year-old U.S. citizen was detained in a federally contracted shelter in Brooklyn for nearly seven months after being dropped off by relatives at the Mexico-U.S. border last November. He was sometimes held with no other children present, showed signs of depression, and turned nine while in federal custody.
