Leonardo Santiago "Santi" Soto Uribe, a 13-year-old 9th grader, was arrested by ICE agents in June along with his father, Benjamin Lerma-Huipio, just outside San Antonio. The boy is being held in a child welfare center in San Antonio while his father is detained at T. Don Hutto Detention Facility in Taylor. Rep.
